Yeah it's a good way for scum to keep town guessing on the team. I don't expect it would last forever, though, because eventually they'd run out of lurkers anyway.
And I'm ngl it makes me more worried about e.g. Jarrod, who responded when pinged but posted a meme and then didn't contribute anything else.

Well, if we're voting out lurkers while scum is also killing them, they'll run out of lurkers lol.
That will really be on if our actions prove useful. If scum get their action in and we dont block or cop them, we might be in the same position. But we will eventually have enough people cleared to start making reasonable pushes towards the unknown.
If I have something to contribute I'll contribute. I don't have any information right now so I'll sit back and watch.
